  • Online contemporary terminology meaning the availability of the said aspect on the Internet. In this case, it refers to the COLEPS system.
  • E-procurement is a tool for the electronic management of supplies in companies or organisations. It is part of electronic purchasing management, which includes, upstream, supplier selection (e-sourcing) and, downstream, order placement and tracking. Orders are placed electronically from catalogues. It is a category of e-commerce in B2B mode, i.e. business-to-business, or company-to-company.

La dématérialisation des procédures est un axe stratégique de modernisation pour l’amélioration des performances de l’administration grâce à l’usage des TIC.

COLEPS (Cameroon OnLine E-Procurement System), fruit de la coopération entre la République de Corée et la République du Cameroun à travers l’Agence Internationale de Coopération de la Corée (KOICA), est une plateforme de dématérialisation des procédures de passation des marchés publics. COLEPS est la concrétisation de la volonté politique de moderniser le secteur des marchés publics pour un meilleur rendement dans l’exécution du budget de l’État. Les acteurs (Autorité Contractante, Maître d’Ouvrage, Soumissionnaire, Commission, Toutes autres acteurs) disposent donc d’un outil moderne en ligne pour assurer le développement durable et l’émergence de la Nation.

 

Outlook

Several aspects of the digitization of public procurement procedures still need to be implemented in this system, which is one of the components of e-Government in Cameroon. COLEPS is set to evolve over the next five years to incorporate, among other things, online contracting, interconnection with other platforms, catalog management, online payments, and compatibility with several types of terminals.
